WHO ARE THE PEOPLE? ESS TEAMS Once the local Emergency Program Coordinator has appointed an ESS Director, it generally becomes their responsibility to pull together a team of volunteers and/or staff that will be capable of setting up and staffing a Reception Centre or a Group Lodging facility in an emergency. In a full ESS response, there are many tasks in the Reception Centre which must be performed in order to ensure the needs of evacuees and responders are met in an appropriate and timely fashion. In a small event, one person may be able to perform several tasks. However, as the response needs escalate, more volunteers may be required in order to keep the Reception Centre running smoothly. With the help of ESS Support Organizations, position descriptions were developed for a few of the volunteer positions that may be required in any given event. It is essential to the efficient operation of the Reception Centre that trained volunteers be available to fill the supervisory and specialized positions. Frontline volunteer positions also require training, which should be done prior to an event to avoid unnecessary obstacles in the provision of services to evacuees. If necessary, there are a few tasks for which suitable walk-in volunteers may be trained on-site, and these will be outlined in the position descriptions.
