WHO ARE THE PEOPLE?


ESS SUPPORT ORGANIZATIONS

ESS Support Organizations are an important component of the ESS program and their respective roles are defined below. Although ESS Support Organizations are not necessarily located within each community in BC, ESS teams are encouraged to establish linkages with these organizations whenever possible.

 

BRITISH COLUMBIA EMERGENCY SOCIAL SERVICES COUNCIL (BCESSC)
(formerly the ESS Advisory Committee)

Effective July 2006, the ESS Advisory Committee has become the British Columbia Emergency Social Services Council. The purpose of this council is to provide a forum for a collaborative approach to the delivery of ESS within British Columbia. Members include all of the ESS Support Organizations listed below.

BC Housing Management Commission (BCHMC)

BC Housing (BC Housing)
BC Housing maintains lists of subsidized housing resources available throughout the province. If more people are displaced than can be housed in their local area, BC Housing may refer them elsewhere for shelter. BC Housing is currently exploring alternate forms of temporary shelter that could be moved into a disaster area. It is also maintaining strategically located stockpiles of cots and blankets throughout the province to equip Group Lodging facilities when required.

Buddhist Compassion Relief Tzu-Chi Foundation Canada (Tzu-Chi)

Buddhist Compassion Relief Tzu Chi Foundation Canada (Tzu Chi)
Tzu Chi has taken on the task of Mass Feeding in times of disaster. The organization will be responsible for tracking the Mobile Feeding Units (MFU) assigned to the province from the National Emergency Stockpile System (NESS). They will also provide support to communities in addressing their planning for mass feeding needs in times of emergency or disasters.

Canadian Red Cross

Canadian Red Cross Society (CRCS)
The CRCS trains volunteers in each region of BC to handle Family Reunification services. When required, these volunteers are able to travel to communities to provide on-site training to local ESS volunteers.

The CRCS can also activate a Central Registry and Inquiry Bureau (CRIB) if necessary. At a CRIB, registration information from a disaster site can be processed to respond to inquiries from outside the area. International inquiries can be answered through the CRCS National Headquarters in Ottawa. http://www.redcross.ca/

Canadian Disaster Child Care

Canadian Disaster Child Care (CDCC)
CDCC is a national network of individuals, who prepare and commit themselves to reach out and comfort young children in disaster situations and trains and coordinates qualified volunteers to provide skilled child care services at Reception Centres.

Emergency Social Services Association

Emergency Social Services Association (ESSA)
ESSA is a non-profit organization, established in 1988, that provides support services to ESS volunteers who dedicate their time ensuring local municipalities and regional districts are able to respond in the event of an emergency or disaster. ESSA is the primary funder of ESS training.

Justice Institute of BC

Justice Institute of BC (JIBC)
The Emergency Management Division (EMD) of JIBC coordinates the development and delivery of ESS basic and advanced training. Upon request, the EMD’s ESS instructors and volunteer regional trainers will provide training or coordinate on-site training during a response. The instructors may be consulted in an operational capacity, as required. http://www.jibc.ca/emergency/index.htm

St John Ambulance

St. John Ambulance (SJA)
SJA has brigade members who have completed basic first aid courses and are willing to assist in the event of an emergency. SJA will deploy personnel to set up and staff first aid stations, as requested.

The Salvation Army

The Salvation Army (TSA)
TSA trains provincial officers and staff in personal services, as well as ESS, to assist at Reception Centres. Functions provided include Meeting and Greeting incoming evacuees and provision of Emotional Support services. If local resources are insufficient, TSA will deploy additional personnel to an area from around the province.

Provincial Government Support for ESS

Provincial Emergency Program (PEP) Provincial Emergency Program (PEP)
The Provincial Emergency Program of the Ministry of the Public Safety and Solicitor General is responsible for overall management of a provincial emergency response. PEP also supports volunteers (including ESS volunteers) by providing free of charge ESS training, coverage for Workers’ Compensation and liability insurance when volunteers are involved in an ESS response or engaged in approved training.
