LEVEL ONE EMERGENCY SOCIAL SERVICES
SUPERVISOR GUIDELINES

The guidelines presented here are offered as recommendations for Emergency Social Services Level 1 response. Level 1 response is defined as one that involves fewer than ten evacuees and may be performed by the local ESS team or other agency contracted to provide the service. The following documents are suggestions upon which the Local Authority can base their Level 1 response process. They are in the order of:

Level One ESS Supervisor Guidelines
Offers an overview of the Supervisor's position description, recommended prerequisites, responsibilities and a list of aids. Hard copy Level 1 training packages are available from the Provincial Emergency Program and can be ordered by calling 1-800-585-9559. Level 1 training is also available on-line through the Justice Institute of BC. PEP Policy Bulletins are available on the PEP web site.

Sample Interview Questions for Potential ESS Volunteers
These suggested questions are designed to determine a Level 1 worker’s suitability to carry out the function of Level 1 response.

Volunteer Service Agreement
This is a sample of an agreement that Local Authorities may ask their ESS workers to sign to indicate their commitment to the program.

Standards of Conduct for ESS Workers
A key element of volunteer management is ensuring that the responsibilities and rights are clearly defined. This document provides an example of those rights and responsibilities.
